A mobile home park in Langford could be the site of a new mixed-use redevelopment with construction scheduled to begin in 2021. Prior to any rezoning being passed, council usually holds a public hearing. However, due to the COVID-19 pandemic, instead of a public hearing residents were able to submit letters. But, for residents like Roy Cooke, the entire point of living in a mobile home park is getting to have a yard in an affordable format.

Residents said they accepted the presentation for what it was – an initial plan from a developer who couldn’t make any hard promises yet. But, at the end of the presentation, residents recalled Jim Hartshorne, president of TriWay Developments, stating they would buy out any resident who wanted to leave. The CRD is still, however, in the process of determining compensation, a complicating factor of which is that the mobile home residents will be given a subsidized housing unit despite having an asset to sell. A 12-acre portion of the development property is within the mobile home park, a section that encompasses 75 homes. Residents of 22 of those homes have already been accepted for units once the development is completed. Peter Kedge, a representative of the Triway Residents Association, added he hopes this partnership will be a model for future manufactured home park developments. On top of the required 12-months notice and payment of assessed value dictated in the B.C. Manufactured Home Park Tenancy Act, the Langford Manufactured Home Park Redevelopment Policy requires the developer to submit a compensation plan for council’s approval prior to redevelopment.

The 58 units will range from studio to two-bedroom in a five-storey, wood-framed building which is targeted for completion by the fall of 2022. The units are prioritized for low- to moderate-income seniors, families and individuals, including those with accessibility needs. Construction on a subsidized housing project adjacent to the remaining units at Tri-Way Mobile Home Park on Spencer Road in Langford has begun. The remaining section of the Tri-Way Mobile Home Park in Langford, a community for adults 55 and over, will border a new subsidized housing building.

The couple has since moved to the Interior but has still been paying $1,400 a month in pad rent, insurance and mortgage payments. Housing announced the 58-unit building will be located in the immediate vicinity of the current park and construction is expected to begin in January 2021. The development at 2782 Spencer Rd. has been a subject of some anxiety for the mobile home residents since its announcement in March 2019. In August 2020 Langford council rezoned the property, which included 12 acres of the mobile home park. “Those people will, if they want, have access to the facility” currently under construction, said Andy Orr, CRD corporate communications manager.
